Advanced Responsible Conduct of Gambling (ARCG) overview

The Advanced Responsible Conduct of Gambling (ARCG) course provides the resources and practical skills required to identify and proactively intervene to support patrons that might be experiencing gambling harm.

Building on the RCG foundation, ARCG focuses on:

  1. complex patron interactions in high-intensity situations
  2. application of behavioural models to guide effective decision-making
  3. ethical judgment in circumstances where legislation alone cannot provide operational guidance
  4. leadership responsibilities in designing and implementing harm minimisation systems, culture, policies and procedures.

 

The ARCG course recognises that not all participants perform the same functions. For this reason, the course provides practical learning for distinct ARCG learner cohorts:

  • Gaming operations: RGOs, gaming operations supervisors, and responsible gambling managers who interact directly with patrons on the gaming room floor.
  • Venue leadership: Venue leaders who shape policies, oversee compliance, and lead organisational culture in venues with gaming machines.
The proposed ARCG training requirements reflect the increased risk of gambling harm that gaming machines represent and support a culture of proactive harm minimisation in venues.
The NSW government has mandated Advanced Responsible Conduct of Gambling (ARCG) training for Responsible Gambling Officers (RGO) and other senior roles within hotels and clubs that operate gaming machines.
A staged implementation of the training requirements aims to ensure that harm minimisation benefits are realised for the NSW community, while allowing NSW venues, staff, management, and training providers time to adjust.

Entry requirements

Students will need to meet the following entry requirements prior to course commencement.

  • Learners must have an active endorsement issued by Liquor & gaming NSW for SITHGAM022 Provide responsible gambling services (RCG).
  • Ensure they are able to attend the 7hr virtual workshop for the duration of the course.
  • You may be required to complete a Self-assessment on your Learning, literacy & numeracy requirements. This must be completed at least 24 hrs prior to attending the scheduled virtual workshop.
  • Have a Unique Student Identifier (USI) – Creating a Unique Student Identifier (USI) is free and will only take a few minutes. You only need to create a USI once and it will stay with you for life. To create a USI, go to: https://www.usi.gov.au/students/get-a-usi
  • Have a valid government issued photo identification card (passport, drivers license, photo card, proof of age card). Expired ID will not be accepted and certificates are not able to issued unless identity is verified.

In order to complete this online course, students will need access to the following:
  • Have access to a PC/ Laptop with speakers, microphone and webcam
  • Have access to high speed Wi-Fi or cable capabilities necessary to research, upload and download documents

  • Suitable internet browser such as; Google Chrome, Safari or Internet Explorer
  • Hold sound computer skills
  • Have latest operating system e.g. Windows 10, Mac OSX High Sierra, iPad ISO10 or higher
  • Have access to a unique email address. This email address cannot be used by another student as it becomes your unique login.
Existing Skills & Knowledge
Students are required to have the following skills and knowledge prior to enrolment:
  • Reading and writing – a learner will be able to read, comprehend and write a range of texts within a variety of contexts.
  • Oral communication – a learner will be able to use and respond to spoken language including some unfamiliar material within a variety of contexts.
  • Numeracy and mathematics – a learner will be able to recognise and use a variety of conventions and symbolism of formal mathematics.
  • Learning skills – a learner will be able to source relevant information on laws, regulations and codes of practice relating to the responsible services of alcohol and keep that knowledge updated
  • Teamwork skills – a learner will be able to communicate with team members to ensure proper responsible service of alcohol practices within their work environment
  • Self-management skills – a learner will be able to deal with hostile and uncooperative customers in a professional manner and in line with organisational procedures

Who should complete the ARCG training?

To create a proactive environment focussed on harm minimisation and provide support for RGOs, it is proposed that other individuals related to venue operations will also be required to complete ARCG training, including:

  • Club secretaries
  • Club directors, unless they have completed Clubs NSW Responsible Gambling Board Oversight training
  • Directors of a company that owns one or more hotels, where those directors have an operational role in the hotel business
  • Hotel licensees
  • Hotel ‘approved managers’ (as defined in section 91(1A) of the Liquor Act 2007)
  • Staff who are responsible for the management of gaming machine operations (if they are separate to and not undertaking RGO duties), e.g., gaming floor managers.

This ensures that senior management are aware of their harm minimisation obligations, can help drive venue culture, and are equipped to support RGOs in circumstances where RGOs may need to escalate serious instances of gambling harm to senior management.

The requirements for individuals in the above positions to undertake ARCG will be gradually introduced to ensure sufficient time for training to be obtained.   • Responsible conduct of gambling in practice
    All learners must hold a current NSW RCG competency (Responsible Conduct of Gambling).
    From 1 July 2024, all hotels and clubs with more than 20 Gaming Machine Entitlements will be required to have at least one Responsible Gambling Officer (RGO) on duty when gaming machines are in operation. Venues with significantly more gaming machines will be required to staff more RGOs.
    RGOs must complete Advanced Responsible Conduct of Gambling training.
    All hotel and club staff, including those working on the floor and senior management, have a shared responsibility to proactively engage with patrons and monitor them for potential gambling harm. An RGO will be expected to have a higher level of responsibility than other gaming staff on the floor, however they are able to seek assistance from any other staff member.
    Learners will be presented with the series of assessment tasks.
    These tasks are based on requirements from and developed by Liquor & Gaming NSW, all tasks will need to be completed in order to be deemed competent.

    Certification
    Upon successful completion of an ARCG course, you will receive an ARCG course completion certificate.
    Competency cards
    If you hold a digital competency card, the ARCG endorsement will be automatically added to your digital card free of cost.

    Note: In NSW all competencies must expire on the same date, calculated five years from the first competency gained. For example, if your RCG competency expires in June 2024, even if you gain your ARCG competency in Jan 2023 both competencies will still have an expiration date of June 2024. This ensures all your competencies are current and expire on the same date.
    Digital Competency cards
    You can obtain a digital competency card via the Service NSW app. The app is available via download from iTunes® or the Google Play™ store. Once you have the app, you’ll need your competency card holder number to add your competency.

    RPL is not offered for this course. Learners must complete the full course and attend the full day Virtual workshop.

    This course is conducted during a 1 day (7hr) Virtual classroom, with all learning activities and assessment tasks completed through our online Learner Management System. 
    Once you enrol into the course you will be required to select your preferred date to attend the virtual workshop, the workshop will require that you attend an instructor lead virtual classroom from 9am till 4pm. The virtual workshop will be run through Zoom or similar platform, and you will be required to attend and engage in the class for the duration of the workshop.
    Upon successful completion of all the assessments, you will be awarded your Statement of Achievement. Your completion will then be lodged with Liquor & Gaming NSW and your digital competency card will be updated automatically.
